Russia has a President and a Prime Minister. Putin was the Prez, but is now the Prime Minister. And, conveniently, he transferred most of the president’s power to the PM right before he switched jobs.
Putin was President, now he is the Prime Minister of Russia. The President is the head of the state. While the Prime Minister is the head of the government essentially. But, Putin is still the de facto ruler of Russia.
