Che-lay is closer to the correct pronunciation I believe. Chill-ee is a dish of meat and seasonings NOT BEANS
Everyone I know pronounces it identical to “chili” or “chilly.” In Spanish, it’s pronounced “Chee-lay,” but, really, country names are always weird. “Argentina” is spelled the same in Spanish as English, but pronounced in Spanish are “Are-hen-teena.” Get over pronunciation.
