I’m not finding these PD LOLs funny lately.
Macros needn’t always be funny. They can be witty, poignant, bold, angry, etc.
They don’t need to be anything — except anti-Bush.

Nowhere on this post does it say this is about Bush, you just make that assumption because you’ve got a stick up your ass about it. This could easily be referring to McCain, Obama, Pelosi, Kerry, Gore, Lieberman, etc. In fact, there are 4 copies to be signed and this obviously isn’t the desk in the Oval Office so you’re almost certainly wrong… Crotchwaffle.
None of the others you mentioned are current leaders. Only Bush is.
Therefore you fail again.
McCain is the “current” Leader of the Republican Party (as presumptive nominee of his party), Obama is the “current” Leader of the Democratic Party (as presumptive nominee of his party), Pelosi is the Speaker of the House and therefore the “current” Leader of Congress), and Kerry & Lieberman are Senators and therefore “current” Leaders of the people of their respective states.
They are not “THE” current leader of the country but they are in fact leaders. Gore could also be considered a “current” leader in the area of Enviromentalism.

Aren’t all elected officials considered leaders in some capacity though? That was certainly how I took it. And if it’s true that this was taken in my local legislature (California), I can assure you that we are, in fact, still waiting for either party to produce leadership that actually, erm, leads.
I have to concede that point. While they may not be the top leader, they are leaders in that sense. And I agree that none of them on either side seem particularly great just now.
Not to mention that you are assuming that whoever captioned the picture is following your logic of what the definition of leader is, so you can not say for sure what they meant by this. I agree that it could very well be showing a general disgust for politicians in general, something I cynically agree with. Or it could be talking about Bush. Who knows, only the caption author.
