Actually, our former Minister of Justice (I’m from Switzerland) had exactly the same picture hanging on his office wall.
When he was denied a second tenure, a newspaper printed the very same photograph – albeit showing Christoph Blocher, not Chavez – with the caption “They have his head!” / “They beheaded him”.
What is that backwards text on the picture?

It’s russian… can’t read it all, something about equality(which makes sense).
There’s NO WAI one can make out “equality” (or, for that matter, anything. The letters are just too faint. But if you adjust brightness and contrast, you can see that the first line say “Alkohol” – in Latin letters!)
So I take it you were either joking (Socialism… Russia… ah-ha-ha-ha-ha! oh, wow) or spouting Russophobic BS meant to reinforce Cold War stereotypes.
