I think they’re wearing jackets made specially for each of them, at least for this photo op, for this conference in this country (China?). The outfits are a type of national costume for that location. They look like an especially beautifully woven silk.
This picture was taken during the APEC Summit in Vietnam in 2006. They’re wearing aodai (áo dài). If you can find the pictures of the rest of the bunch, they look quite… well, you’ll see.
