That is from the Floods in Hull, Yorkshire. A report in the UK declared that britain was not ready for the floods in 2007.
The only evidence I can see to distinguish between whether this is the UK or elsewhere is that the cars are parallel parked on the right side of the road rather than the left. Unless it’s a one-way street or there’s something I dunno about the UK and the parking there, I’m pretty sure this is elsewhere.

You would think it’s funny if you haven’t lived through a flood or a hurricane…seriously, it sucks BAD and you really need a drink.
It’s someone from The Humane Society of the U.S. in Iowa checking buildings for animals to rescue.
All that water and none of it is drinkable or usable. I didn’t think about the downsides of a flood too much until my dad pointed out that the first thing that happens is the SEWERS get flooded and all of that rises up with the floodwater. >_<
