Examples: (2000 census)
Bismarck, ND – pop. 56,000, < 200 black
Eau Claire, WI – pop. 62,000, < 500 black
Rapid City, SD – pop. 60,000, ~600 black
The entire state of New Hampshire – pop. 1.3 million, ~15,000 black
Incidentally, it wasn’t hard to figure out where to look – Cities with population 40-100 thousand that are relatively isolated from other urban centers.
The caption is obviously an exaggeration, but it’s funny because it’s true.
The part that seems ‘racist’ is the fact that it says ‘This is what a black person _looks like_.’ They’re not attempting to interact with said person, but are rather being portrayed as not even knowing what a black person looks like.

I’m a, uh, “caucasian” citizen and I didn’t find this racist at all. Fact of the matter is that there are plenty of people in small towns who have very little contact with people who are different from them. Does that make them racist? No, just insulated.
I can personally vouch that there are NO black people in my town. Zero. Nada. And I know many people who yes, DO NOT know how to interact with people of another race than their own.

How could anyone who reads or has TV not have ever seen a black person before? You would have to be living in a cave. Oprah Winfrey, Bill Cosby, Haley Berry, Michael Jordan, Tiger Woods, 50Cent… All prosperous black Americans.
I know people who had never seen a black person in real life until they came to college. Sounds insane, but if you live in a super rural area it’s kinda common.
Seeing Oprah Winfrey or 50Cent on TV doesn’t give you an idea of what real African Americans are like. I sure hope to god people don’t think because I am white I am the same as Tom Cruise or the Beckhams!!

Well, my Grandmother grew up in a tiny little town in Tennessee. She came out to visit our family in the big city of Phoenix one summer, and my little brother and his friend Manuel, a young man of Mexican heritage, were playing by the pool, diving, swimming, etc. My Grandmother looked out the window and said “My, that one boy’s awfully tan.” Seeing as my brother and I are both whiter than Wonderbread, I’m pretty sure she was referring to Manuel. She may have seen Mexican-Americans on television, but simply did not recognize one in real life. The old man in the glasses and checkered shirt in the photo looks to be about my Grandmother’s age.
